Q1: Why do I need to register as a homeowner?

Answer: Registration is the foundation of community management. By registering with the HOA, you:

Secure your identity as a resident – Guards and officers know who belongs inside the subdivision.

Gain access to your records – You can check your billing history, upcoming dues, and announcements through the membership portal.

Stay updated – Important announcements (security advisories, maintenance schedules, HOA meetings) will reach you.

Get support faster – Registered members can file official concerns or tickets for issues like neighbor disputes, road repairs, or billing questions.

👉 Reason: Without registration, the HOA cannot identify you as a legitimate homeowner, which weakens both security and communication. Registration is not just a formality — it’s how we create accountability and transparency in the community.

Q2: Why do I need a vehicle sticker?

The vehicle sticker is proof that your vehicle is registered and authorized to pass through Phase One’s gate.

Reason: Guards cannot memorize every resident or vehicle from both phases. Without a sticker, your vehicle looks no different from an outsider’s car. The sticker acts as a fast-pass identification system: guards see it, they know immediately you’re a resident with access rights. Without it, your car will always be treated as a visitor vehicle — logged and inspected at every entry — causing inconvenience to you and delays at the gate.

Q3: Why do construction workers need to submit IDs?

Answer: Anyone who regularly enters the subdivision for work must have a valid ID on file. This includes helpers, drivers, gardeners, and construction workers.

No ID, No Entry policy is enforced.

Workers without IDs will be turned away at the gate.

👉 Reason: IDs allow guards to verify who is entering, for whom they work, and keep a log for accountability. Without this, anyone could pose as a worker to enter freely, exposing residents to theft, trespassing, or worse.

Do I need to pay a security deposit if I have an ongoing or new construction project?

Q: Why is this required?

To ensure protection of common areas such as roads, drainage, sidewalks, and the gate during the construction period.

To cover any accidental damage caused by trucks, workers, or construction activity.

To encourage contractors and workers to comply with HOA rules (working hours, cleanliness, safety, etc.).

Q: Is the deposit refundable?
Yes, it is fully refundable after project completion, provided there are:

No damages to roads, drainage, or common property, and

Compliance with all construction guidelines.

If there are damages, the cost of repair will be deducted from the deposit, and only the balance will be refunded.

Q: How do I get my deposit back?

Request for an inspection from the HOA Maintenance Committee once your project is finished.

If cleared, refund will be processed within 30 days.

What if I rent out my house (Airbnb or short-term rental)?

Answer: The HOA respects your property rights. However, if you rent out your house:

You must provide your renters/guests with a copy of subdivision rules (noise, parking, cleanliness).

Renters must register at the gate and present valid IDs.

You remain responsible for any violations your guests commit.

A security bond may be required to cover penalties or damages.

👉 Reason: Short-term renters are not permanent residents and may not respect community rules unless guided. To protect the community, the homeowner remains accountable. This ensures your decision to rent does not compromise the peace and safety of neighbors.

What happens if I don’t comply with HOA rules?

Answer:

Non-payment of dues = penalties, surcharges, and possible restriction of privileges (delays at gate, denial of services).

Non-compliance with rules (noise, parking, construction violations) = fines, official letters, or escalation to barangay.

Q1: Why do we need to register with Phase One HOA if Phase Two has its own board?

Answer: Registration is required because all Phase Two residents use Phase One’s gate and roads to access their homes. These facilities are built, funded, and maintained by Phase One homeowners.

Reason: Registration ensures accountability. Without it, anyone could claim they are from Phase Two and pass unchecked. By requiring registration, Phase One can maintain a clear record of all households, vehicles, and workers entering the community, which protects both Phase One and Phase Two. Think of it as a security logbook at a private office building — everyone who enters must be identified, regardless of where they work inside.

Q2: Why do we need to buy a vehicle sticker?

Q3: Why do we need to pay ₱500 per month?

Answer: The ₱500 monthly fee combines both Security Fee (₱400) and Road Access Fee (₱100).

Reason:

Security Fee (₱400): Security guards, CCTV, and gate operations are not free. They are paid for entirely by Phase One homeowners, yet Phase Two benefits equally from these services. Guards open the same gate, monitor the same cameras, and secure both communities. Without Phase Two contributing, Phase One ends up subsidizing security for two villages.

Road Access Fee (₱100): Every car, motorcycle, and especially construction truck that passes through Phase One’s gate contributes to road wear and tear. The fee is a small but fair contribution to upkeep.

Important Note:
This ₱500 monthly fee is only for security and access purposes. We do not collect association dues from Phase Two, as you already have your own HOA board. Your HOA board remains independent and may collect its own association dues or additional fees according to your bylaws. We fully respect that.

This system ensures that Phase Two households share fairly in the cost of the facilities you use while keeping your HOA’s autonomy intact.

What if I want to build or renovate my house?

Answer: We allow small delivery trucks only (e.g., pickups, L300/van-type, “Elf” 4–6-wheeler). 10-wheeler dump trucks, transit mixers, container trucks, and similar heavy units are not allowed to pass through Phase 1. If a supplier insists on heavy units, you must trans-load outside (or request a one-time exception with stricter conditions—see below).

Why we do this (straight talk):

Our roads aren’t engineered for heavy axle loads. A few passes from a 10-wheeler can crack pavement, crush gutters, and deform drainage edges.

Safety risk is higher. Big rigs have poor stopping distance and visibility—dangerous near homes with kids.

One break = big bill. A single damaged curb/drain can run tens of thousands to fix. It’s not fair to make Phase 1 pay for damage caused by outside traffic.

Refundable Construction Deposit (not a fee):

₱15,000 refundable deposit before any construction starts.

It’s a guarantee, not revenue: if there’s no damage and all rules are followed, you get 100% back after final inspection.

If an exception is requested to allow a heavier unit (rare, written approval only), HOA may require a higher deposit (e.g., ₱30,000) plus road protection measures (steel plates, marshals, etc.).

Major damage is billed at actual cost. The deposit can be used to fast-track repairs; any shortfall is chargeable to the homeowner.

Gate classification & checks:

All construction trucks are treated as visitorslogbook + inspection every entry, even if working for a resident.

No sticker = no resident privilege.

Drivers and crew must present valid IDs. No ID, No Entry.

Working windows & behavior:

Mon–Fri, 8:00 AM–5:00 PM only. No weekends/holidays.

Speed limit 15 km/h. Use tarps; no spillage of sand/gravel/cement.

Engine off when waiting; no blocking intersections; follow guard/escort instructions.

If a heavy truck is absolutely unavoidable (exception route):

Email a request 5 business days ahead with truck type/plate, load, date/time, and route plan.

HOA may require: temporary steel plating, on-site marshals, higher deposit, shorter time window, and post-trip exit inspection.

Approval is case-by-case. Without written approval, heavy units will be turned away at the gate.

Bottom line: We’re not stopping your build—we’re stopping road destruction and safety risks. Use smaller trucks or trans-load, post the refundable deposit, follow the window and inspection rules, and your project proceeds smoothly.

Prevent outsiders from pretending to be workers just to gain entry.

This rule is about protecting lives and property. For example, if a theft happens and a suspect was logged with a valid ID, the HOA can immediately identify who they are and who hired them. Without IDs, there is no accountability.
